Abstract—In this study, we examined the development of competence indices for vehicle inspectors of private vehicle inspection companies. Based on the review of literature on the exercises and study of the vehicle inspector competence indices and three rounds of Delphi technique questionnaire survey. We invited 19 vehicle inspection professionals which included automobile experts, practical workers, vehicle inspection company administrators and supervising authority persons to complete a three- round survey that was projected using a Delphi technique. We employed descriptive statistics and used nonparametric statistics, Kolmogorov-Smirnov (K-S) One Sample Test, to carry out the consistency test to understand index appropriateness and pinion indicated by Delphi technique experts that have consistency or not. The results showed that competence indices for vehicle inspectors of private vehicle inspection companies which divided into three levels: aspect, item, and sub-item which contained 4 aspects, 17 items and 109 subitems. Finally, this study proposed suggestions according to the results and to be the reference to vehicle inspection competence indices for vehicle inspectors of private vehicle inspection companies and follow-up researches.
